I'd wonder whether without a formal religious significance in a less religiously structured society (I'm pretty sure that having a more unified, codified set of Norse beliefs is something that happened fairly late historically, during and after the 600s), dogs had an informal significance similar to their role in Pacific Northwest indigenous cultures.
