Sociopaths literally have different neurochemistry from typical humans, so there was no way that the experiment planned for John Murdoch was actually going to work. It turns out that the physiology study took place pretty recently - in the 1990s possibly - so if the Strangers got all of their knowledge about humans from state of the art in say 1948 or so, there's no way they could have known that they were performing an experiment which wasn't going to give them any result.
We figure that most of the population but not all have been sterilized. That way the Strangers have a specific pool of genotypes they can use to study pregnancies and childhood with known genetic makeup. Much the same as they specifically have older bodies to work with.
Most of the people in Dark City are on the young side and caucasian though because having a fairly homogenous group allows for the most flexibility in implanted memories (Uncle Carl isn't going to turn out to be white when you specifically remember him as a Black dude). Caucasians are the Strangers' chosen study group possibly because they're the group least likely to suffer dietary deficiencies due to poverty during the 1900s-1940s, and possibly because they're the least likely to throw the Strangers' tests off by coming up with atypical genetics (for instance, the Ashkenazic tendency to process math).
