What game system would work best for doing moderately realistic gaming in the 20s and 30s? I'd really like to run what's more or less a Call of Cthulhu game (lots of research, secret histories, historical events, traveling to exotic locations, and a few Lovecraft monsters thrown in there for good measure).

My ideal would be skill driven, a simpler skill list than CoC, and characters tough enough to survive several rounds of shootouts, or enough to be shaken (rather than psychologically shattered) by encounters with Lovecraft critters. For all I know CoC might work with some house rules - d20 Modern maybe? (The SRD is available as a batch of text files at http://www.wizards.com/default.asp?x=d20/article/msrd .)

I recommend d20 Modern and d20 Past. The first has the big game engine stuff. The second has details for time periods ranging Renaissance-WWII.
